Do not move into apartment 1, second floor front of 3573 East Tremont Avenue (between 
Lafayette and Sullivan) Bronx, NY 10465, above the so called Quality Chef Restaurant.
 
(There are also violations at Quality chef at 1595 Williamsbridge Road.)The neighborhood 
is decent and relatively quiet if you don’t mind the traffic noise especially during 
business hours. The inside of this private house (the back of its restaurant) on the 
second is another story – a ghetto. 


Check www.nyc.gov/hpd, www.nyc.gov/dob, www.nyc.gov/fdny, www.pubadvocate.nyc.gov, 
www.bronxmall.com for all the violations at this camouflaged house. Most of the 
violations are still pending. Check also the reports from the Mental Health and Hygiene 
(12/8/09 = mice vermin, improperly prepared foods et cetera.) 

The landlord, Kam Wu Cheung called me a liar in January when I discovered mice and 
vermin (dust mite, roaches, wormlike insects) coming out from the seedy tenant, David 
Diaz, who lives in Apt. 2. (I’m the fifth Lady in less than two years who lived in the 
low class house.)
David Diaz is an immoral thug who owns nuisance, untrained and 
unkempt animals that pollute the public area with its stench and dander. (Geraldine 
Kelpin, the so-called Director of DEP is a useless and irresponsible city worker.
More 
than 70 calls from October 2008 to September 2009 and she had done nothing to correct 
the problem, despite that not only was I allergic to animals, but my lease stated no 
animals.
Geraldine is the same as Kam Wu Cheung and David Diaz, disgusting and mindless 
of decent human beings health.
While Kam Wu Cheung claims it’s a woman’s job to clean 
the public area. Law Enforcement Bureau is on this case now. David Diaz’s mother was 
ordered by Kam Wu Cheung to mop the public area regularly until his mother felt that I 
should share in cleaning her son’s animal messes. 

David Diaz creates an unsafe environment with his string of unruly traffic day and 
night. He has no regard for the quality of life, safeness or health of others, because 
he’s an uneducated, lazy welfare bum.
 The landlord, Kam Wu Cheung is of the same cloth 
as David Diaz. Kam Wu Cheung will not provide you with any of the services he is 
required by law to give a paying tenant – high gas and electric despite the inadequate 
heat and hot water during the winter months. (Housing Preservation and Developments 
corrected this “illegal tapping” from my apartment to the restaurant.) The landlord has 
no contract with an exterminating company, cannot communicate and is a thief and a 
cheater with no moral conscious as much as David Diaz is, if not worse. 

Decent, respectful, hardworking (women) people are Kam Wu Cheung’s and David Diaz’s 
targets. Imagine how much the landlord makes renting out the same Apt 1 over and again 
like some kind of sick revolving door. (One would be lucky to get back the security.)
 
If not for HPD, The Dept of Buildings, the Civil Court, the police, law enforcement 
bureau, welfare inspectors, Public Advocate, City Wide Task Force, The Fire Department’s 
Fire Prevention Bureau, Bronx Community Committee Board #10 and the Bureau Chief at the 
District Attorney’s office, I would have taken matters into my own hands. People like 
Kam Wu Cheung and David Diaz are despicable, the same as the thing that grows underneath 
the pus covered with pond scum. 

Do your research.
Help your loved one.
Stay away from 3573 East Tremont Avenue. You 
will definitely regret the move. The $1,000.00 is not worth the dime, especially when 
Kam Wu Cheung will not tell you but surprise you by wintertime that you have to 
(illegally) pay for the gas – heat, water, stove gas, and the hallway lights which David 
Diaz prefers day and night. The punk is afraid of the mice that he creates by polluting 
the environment.
 These are both unscrupulous, immoral people. It’s an apartment 
fitting for those with no regard for human decency, house rules, and the law. It’s a 
place for thuggish, ghetto people with nothing but a welfare mentality who thrives on 
handouts. 

Through the Grace of God and the wonderful city officials/agencies, despite the horrible 
8 months, it’s almost over. I won’t be there much longer. (Kam Wu Cheung had no choice 
through his lawyer to settle in Civil Court.)
 The decent human people need to know the 
truth about Kam Wu Cheung – a fraud who enjoys playing the victim, misrepresenting, 
camouflaging and lying, stealing, deceiving.
David Diaz is a manipulator, con artist, 
thug, drug user and a welfare bum, as is his co-partner, Kam Wu Cheung. They really 
deserve each other.
